How about ATF, automatic Trans fluid???
I come from an auto/ truck background and we have used ATF in our power steering systems. What I mention below is generic.
It has a high heat capacity before it breaks down and we also used it heavy duty truck steering systems that used an auxiliary cylinder on the right side for front axle weights above 16,000 lbs.
In order to qualify different oil types , one of the tests we asked our suppliers to do was soak the system seals and hoses in the intended oil for an extended period to see if any ill affects happened such as rubber swell of leaching of the chemicals used to make power steering hoses. In this case, I suspect you want to get right into your project and have no test time in mind. ATF, in general is a good choice.
And are the other oils compatable with the seals in what is being proposed. Coming from an automotive background, there’s a lot of compatability testing that goes on just to approve what I suggest. ATF is good bet. Besides, ATF is readily available in most auto hardware store . 11 Gallons is not like he is going to ruin the US economy for the next year.
Using ATF with rack & pinion steering gears is like usin that oil with a fancy cylinder.
ATF would be too $$$ actually any oil with an iso rating between 32 and 64 would do,

a ggod basic hyd oil like Shell Tellus 46, would be best

iso 46 would be the best grade for a wood splitter. and cheaper than other oils. ……………any “hyd oil” “iso 46″ would do.
